Downtime is not the complete absence of rules on the server is the loosening of them. Which is why we allow pac abuse to an extent and why you dont have to follow your faction rules to the letter. If a player wishes to still RP (in this case a sith killing a jedi) they are allowed to still RP regardless of Downtime.
